PREAMBLE
We, the leaders of the four dominant organizations of Memphis, know that the chaos, unchecked violence flooding our disc streets, and the collapse of our community building foundations all came from The Federal Destabilization Program unleashed on our city to arrest the development of the black community in Memphis. We also recognize that our impoverishment has been key in making us blind pawns to further this White Supremacist program. This Treaty is our way to take control and bring order back to our city.
Its purpose is:
- to prevent Memphis from collapsing into chaos,
- to regulate conflict between our organizations,
- to protect civilians and families,
- to create order where none existed,
- and to ensure that no single man or group may again plunge the city into ruin.
By this document, we divide Memphis into four quadrants, establish neutral routes, define rules of engagement, and create a leadership system to maintain balance.
